This error can occur when running a report in Report Studio, however running the report from Cognos Connection does not cause the error.
This can be caused by accessing the Cognos portal with an incorrect URI IP address. In order to resolve the issue you should try and use the IP value that is set in the gateway URI within Cognos Configuration.
